[SBE] FCC Notice

Greetings:

If anyone is interested I have copied Part text out of a PDF, and  
pasted it into a MS Word document. While The Notice is not asking for  
a complete rewrite at this time, it was useful to my thought process  
to have a way outside of a PDF that cannot be edited without special  
software I'd have to buy to look at the actual text.

While I have adjusted some of the formatting problems that result when  
you do such a cut and paste, it is certainly not perfectly formatted.  
For example, the footnotes are not clearly separated from text.  
However, it might be an aid in looking at existing Part 11 language.

I did read in the FCC's Notice that in (3) they ask if it would be  
appropriate to come up with "...a new rules framework to replace part  
11 rules." Personally, I'd like to see a total rewrite where the  
technical details of CAP (and SAME) appear in an appendix at the end  
of a revised Part 11 and the text "up front" is pretty much a cookbook  
describing how it all comes together.

The WORD document I have put together weighs in at 112 kb. If anyone  
wants it, please let me know.
