Subject: [SBE] FCC rule on DTV TPO

During the analog days, TV stations are required to obey the 10/30 day rule if the TPO goes beyond the 80% and 110% range.

Since all we have right now for DTV is the ATSC “Recommended” practice (page 11 of ATSC A/64B) , does this mean that stations are now to follow the 95% to 105% TPO range in observing the 10/30 day rule? Is this smaller window not a problem to your transmitters that may vary about 5% in TPO depending on temperature changes? When we set alarms for remote monitoring, this smaller window can drive our operators crazy every time the TPO varies by 6% from 100%. Is this 6% TPO variation enough for an ABIP inspector, for example, to cite for compliance?

Just what is it that the FCC enforces in the field in the absence of a clear rule regarding DTV TPO requirement?
