[SBE] Petition filed to correct Part 74 RPU channel issues

Sometimes list servers reject "implicit" destinations like URL's.

Here is the link to the EIBASS website give in a way that the list server will find acceptable:

http (colon) // eibass (dot) org/

Or, if you simply google "EIBASS", it comes right up as the top search item.
