Does the lower ring have a threaded shaft visible, and adjustable?

To the Group:

I'm looking for some help in identifying an antenna. I recently received a 161 MHz RPB base antenna that was removed from a tower after many years of service. The antenna is generally in good shape and should still be serviceable. There are no identifying labels on the antenna.

The best way to describe it is that it resembles a commercial version of a Ringo, except that where a Ringo has a closed loop stub near the middle and a ring at the bottom, this antenna has a closed loop stub at the bottom as well.

Is anyone familiar with this antenna? Could you point me to a manufacturer / model?
