It's called Samdisk and runs under W2000 and later, It is command line driven though, but so what, the important thing is 
that if it works you don't need an ancient PC for (re) creating the images as I've seen that Teledisk does,

It is listed that Teledisk images can be handled. It also has a pretty detailed scan function to show the format of a floppy.
