[Techtoolslist] Max message size is now 1mb.

Hearing no complaints I have decided to make the maximum message size 
1mb so folks can now share files with the group if they wish.

If the file is interesting I'll put a copy up on the ftp site.

Please treat the new size with discretion, and always trim messages if 
they are getting too long.
