Assman WSW Components used to sell these devices:

No longer supported (I asked). They have no info on outdated tools.

The CPU is a Toshiba TMP47P400VN whatever that is (digging).

My problem appears to be with the op-amp battery level comparator, 
either it is defective or the various jumper wires were done 
incorrectly. My rough drawing caught the error with a jumpered power 
connection to the LM358 that accounted for the rapid 9V battery drain 
even when off.
