[Town Meeting] Amendment to FinComm vote, Art. 52 SFWG

Attached please find the final version of the amendment I sent to this 
list last month.  It is a housekeeping amendment under Article 52, 
reminding the Meeting of its vote last year under Art. 65, and 
recodifying the membership of SFWG with some tweaks.

200 copies were at the back of the hall on Monday.  I'll get some on the 
chairs tonight.
