[Town Meeting] Proposed amendment to Special Town Meeting Article 10 Rubbish Collection

In order to address concerns about arriving home in time to comply with 
the proposed amended bylaw and concerns about potential fines for 
leaving missed trash out a second day for pickup, I propose the 
following change to Article 10 (new words in *bold*):

That Title III, Article 1, Section 22 ("Placing of Rubbish for Removal") 
of the Town Bylaws be and hereby is amended by inserting after the first 
sentence the following sentence: "Any uncollected rubbish or recyclable 
material must be removed by 9:00 PM of *the first date after *the date 
appointed for pickup."


Allowing an extra day for homeowners to remove their uncollected trash 
should still address the stated concern behind Article 10, that trash 
might remain on the street indefinitely. Allowing a one-day window for 
crews to collect trash that was missed by mistake on the official 
collection day should also simplify enforcement, since any trash left 
after that window would be clearly in violation of the bylaw. Unless we 
hire a slew of new enforcement personnel, it seems unlikely that fines 
would be levied in less than 24 hours in any case, so this change just 
makes it official and reduces the likelihood of us all becoming 
inadvertent scofflaws if we linger over after-work drinks.
