[Town Meeting] Article 27 Information

Attached to this email are two memos related to Article 27.  The pdf file is
a memo I prepared on the management of property by redevelopment authorities
in Massachusetts and its relationship to the Arlington Redevelopment Board's
authority to manage properties, like the Gibbs School, outside of urban
renewal projects.  The other file is a memo from Arlington's former Town
Counsel to Arlington's former Town Manager explaining the ability of Town
Meeting to transfer property to the ARB and the ability of the ARB to lease
such property.
