[Town Meeting] CPA presentation

With Jim's blessing I'm passing on this source of information regarding CPA,
under Article 22 of the warrant:

 

The Executive Director of the statewide Community Preservation Coalition did
a presentation on the Community Preservation Act at the Arlington Land Trust
annual meeting in January.  It's a good 20-minute primer on CPA, its
