Here is the substitute motion I prepared for Article 6, which you and Town
Counsel reviewed earlier.  I am sending this to you and Jim O'Conor for
posting and distribution to Town Meeting Members.

In a later message, I'll be providing additional background material to
correct the misinformation in the Finance Committee report on this zoning
article.
