I fired a quick reply his way about paper prototyping and steering clear of
3D (Blender) given his time frame.

I also directed him to Derek Yu's recent blog post on finishing a game -

And suggested that he look through the global game jam submissions and
consider using an engine like GameMaker.

But as Ian has pointed out, we need a little more to go on.
