I fired a quick reply his way about paper prototyping and steering clear of
3D (Blender) given his time frame.
I also directed him to Derek Yu's recent blog post on finishing a game -

And suggested that he look through the global game jam submissions and
consider using an engine like GameMaker.
But as Ian has pointed out, we need a little more to go on.

It is humbling almost to the point of despair to discover that 15 dozen
screenfuls of ponderous commentary produced by a small liberal-arts faculty
worth of beardy gamer geeks can, with almost zero loss of insight, be
reduced to the three panels of a Penny Arcade cartoon.
