There's also a bunch of smaller/newer "console" stores that might be worth looking at such as Ouya and the Oculus store.
We haven't had students publish to Ouya (AFAIK), but it might serve?

Looking at Mobile (aka "the other consoles") :

Windows App & Phone App Developer registration is free
Being an Android Developer is a one-time small fee.
Apple has  an iOS University program (https://developer.apple.com/programs/ios/university/)

Not that I know of. The modern consoles are actually fairly open for indies and students these days. Why jailbreak when they can actually publish? :)
