Barrie this is really great.  Much appreciated.

I could really see this also serving as a framework for some best practices guidelines - i.e., these are things you can do to meet these needs.

The tricky area for this I'm thinking are the more "sliding scale" issues, especially in the cognitive area.  It's easy to say, "yes this program uses colors correctly to not cause issues with red-green color blindness"  But a lot harder to deal with say a cognitive issue such as reading ability, as there's a pretty broad range of levels from severe Intellectual Developmental Disability (IDD) to mild Learning Disability (LD).
