[sbe-eas] IPAWS goes to the Internet (Network Operators Group)

The Internet North American Network Operators Group (NANOG) is composed of 
the service providers which operate the Internet (i.e. cloud, streaming, 
broadband, cable, cellular, airplane wifi, etc).

It looks like IPAWS is presenting at their meeting tomorrow.  Emergency 
alerts have slowly been added to more things.  Google Search, Amazon 
Alexa, and so on.
