Ohio had problems sending an Amber alert today (four times).  But Ohio did 
not send anything resembling a "national alert."


Cell phone handset operating systems (Android, iOS, etc) display the 
actual alerts. Unless you bought a phone overseas or on the grey market, 
I'm assuming its a U.S. variant.

Different phones may display different headers on wireless emergency 
alerts.

1. Emergency Alert
2. Emergency alert: Extreme
3. Emergency alert: Severe
4. Child abduction (Amber alert)
5. Amber alert

To make things more confusing, if you have a news or weather App installed 
on your phone -- they may also pop up various warnings and alerts.

And finally, if you have subscribed to a local government alert system you 
may get SMS text messages with warnings.

Its very confusing for the public, and just as confusing for emergency 
managers trying to understand what problems the public is seeing. Try to 
take a screenshot of the warning on the phone.
