[sbe-eas] Improving Accessibility and Clarity in EAS Messages NPRM

I did not see this one in the FCC Daily Digest.  But I think it should improve accessibility in EAS.  IPAWS CAP messages do a good job of adding the the vocal text information to the TV station crawl.

So will they be able to make being able to use EAS require it be sent in CAP only?  Happy reading...
