It was hiding in the announcement for next month's agenda for the
Commissioners' meeting.
Hardcoding things in standards (regulations) is almost always a bad idea.
It suffers from tunnel vison of looking at one problem in isolation.
Accessibility is important. So is multilingual message support, Spanish,
Chinese, French creole, etc. Social science research about emergency
messaging has improved, and some of the old assumptions no longer apply.
FCC, FEMA, NWS should really convene some sort of working group with other
agencies with experience doing things like this, such as NIST.
