[sbe-eas] 5-years since Gatlinburg TN wildfires killed 14 people

This week is the 5-year anniversary of the wildfires in Gatlinburg, 
Tennessee.  14 people perished during the wildfires.

The Tennessee Emergency Management Agency (TEMA) never published their 
after action report about its problems responding to the wildfires. You 
may recall, TEMA lost backups of its telephone records during the time 
period. TEMA never sent a WEA alert requested by local officials before 
the cell towers failed during the fires.

Sevier County and City of Gatlinburg TN have done a lot during the last 5 
years improving their communications and public warning systems.
