Correction: activate cell phones with cell towers adjacent to the alert 
polygon.  This can be 20+ miles away depending on RF propagation and 
cell tower locations.  Most carriers have upgraded WEA systems to cell 
tower polygons, instead of county-wide.

Handset geotargeting in WEA 3.0 depends on upgraded handsets. With handset 
geotargeting, handsets can restrict the alert polygon area to 1/10th of 
a mile.  But if the WEA 3.0 handset doesn't have location data (GPS, etc) 
it will fall-back to WEA 2.0 alerting.
