[sbe-eas] Don't send "Spanish" CAP containing a duplicate of the English message

Likely a problem with sucky Alert Origination Software.  If your vendor 
does this, complain to the vendor.  That's why you paid the vendor money.

Please stop sending a duplicate of the english language message coded as 
"es-US" (Spanish) in CAP messages.

If you don't have a spanish language version, don't include an "es-US" 
CAP info block.
