Have I mentioned, recently, how much alert origination software user 
interface design sucks?

While the operator on duty may get blamed, its usually a management issue 
why training was lacking, why support funding was lacking, why user 
interface design was lacking.

Col. John Bolduc says a state trooper accidentally checked a box on the 
Emergency Alert System computer software that pushed test alerts to cell 
phones across Nebraska. The colonel says the trooper only intended to send 
the test to EAS partners, which broadcast alerts over the air — such as 
severe weather events or shelter in place scenarios.

An NSP spokesperson says the trooper who sent the alert by accident will 
receive additional training.
