[sbe-eas] FCC releases EAS notice of proposed rulemaking and NOI

It would be nice if FCC, FEMA, NOAA/NWS and OSTP/White House would get 
together and jointly prepare an updated concept of operations/statement of 
requirements. The last written EAS White House Statement of Requirements 
is from the Clinton administration, pre-Internet, pre-WEA.

It would be a lot easier for industry to understand the goals, and come up 
with solutions if the joint program owners reached a consensus among 
themselves what they wanted.
