[sbe-eas] FCC releases EAS notice of proposed rulemaking and NOI

The FCC's latest EAS notice of proposed rulemaking was finally published in the Federal Register this morning.
The EAS notice of proposed rulemaking presents several proposal for modifying the EAS text associated with national EAS messages, including pre-stored templates for NPT messages.
The NPRM also proposes requiring triggered CAP polling (automatically seeking out a CAP message if EAS is retrieved first).

NPRM Comments due by 11 March 2022, and reply comments due by 28 March.
NOI comments due by 11 April 2022, with NOI reply comments by 10 May.
