[sbe-eas] Glendale CA annoys Los Angeles with morning WEA (exercise)

I believe that deficiencies in warning center training and staff exercise protocols contributed to what happened in this case and many others. Warning origination tools must be required to have embedded “are you sure” messages to help warning center personnel assure warnings will go out to the right population. Oh, yes. Test exercise messages should have that fact in the text as a system feature, along with embedded warnings when polygon limits are reached.
