Air Alert Ukraine

Combined with high frequency gps pings from 17 mil phones--60% of the 
wired population in Ukraine--we can study whether the public responds to 
govt alerts using 3000+ event studies.

The response is quick and large, suggesting the public evades harm by 
moving to shelter post-alert.


But this overall effect masks significant attenuation over time... as the 
war continues, the public becomes less responsive to alerts.


Research paper: 8-15% of civilian casualties could have been avoided.
