[sbe-eas] Spanish language letters with accent marks coming in IPAWS

¡hurra!

IPAWS is adding Spanish language letters with accent marks in the next 
release (IPAWS 4.01).  Currently Spanish is "ASCIIfied" without accent 
marks.

IPAWS is including only a subset of Spanish language letters, because the 
default wireless GSM character set is missing a few Spanish letters.

The characters IPAWS tested with carriers include

Latin small letters (à, á, è, é, ì, í, ò, ó, ù, ú) and Latin upper letters 
(Á, É, Í, Ó, Ú).


While this is for the Wireless Emergency Alert CMAMlongtext field, I'd 
expect some alerting authorities to attempt to use them in EAS fields.

Cable and TV broadcasters may want to double-check their on-screen 
character generators can handle the extended UTF-8 characters.
