[sbe-eas] South Korea uses Mobile Alert - Presidential Alert Level

In response to North Korea's rocket launch, South Korea issued a 
nationwide mobile alert using the "Presidential Alert" level (similar to 
the U.S. Wireless Emergency Alert).  The Presidential Alert level 
overrides handset muting, and can not be disabled by the consumer.

This launch was previously announced by North Korea.  Both Japan and South 
Korea sound air raid sirens and activate alert systems.
