[sbe-eas] South Korea uses Mobile Alert - Presidential Alert Level

South Korea emergency authorities now say the PRESIDENTIAL ALERT level was 
used in error in response to the North Korea space rocket launch.

SK probably intended to send a 'normal' emergency alert instead of the WAR 
(PRESIDENTIAL) alert.  There will likely be an after-action investigation.

My correction: the alert was not sent only in the capital region around 
Seoul, South Korea; not nation-wide.
