[sbe-eas] The Next National EAS test is coming

Just realized the 2nd RWT I copied from CCO was just for Minnesota, not all of the US. They did their usual RWT earlier in the week so the 2nd caught me off guard. My bad! So we logged one national from NPR Squawk and one from WCCO last night.
