[sbe-eas] National Periodic Test (NPT) for October 4 (backup October 11)

Someone refresh my memory as to how this is handled for the WEA part.
Does WEA support "NPT"? Will the phone treat this as a "test" subject
to the opt-in requirement? Or will most of the public receive this?
And will it trigger the WEA attention tone?
I'm thinking that absent a PR campaign, the average member of the public
won't notice a difference between the EAS RWT and EAS NPT. So not likely
to be a big deal for them. But if every phone in the room goes off in a
short time frame with the WEA attention tone, the public is likely to
notice. So some advance publicity from OEM or whoever is likely
warranted. And in that context the EAS NPT can be mentioned as well,
with some general promotion of public alerting. I'm just wanting to
clarify what the user experience will be for cell phone users.
