[sbe-eas] National Periodic Test (NPT) for October 4 (backup October 11)

This will go out as a legitimate WEA National Alert, with all the tones and vibrations of a "real" one, so all cellphones will alert regardless of their "test" settings. Only the text will indicate it's a test.
