[sbe-eas] National Test

Oh FWIW: I got the WEA NPT on my T-Mobile Samsung Galaxy A50, but did NOT
get it on my iPhone 11 on Verizon Wireless.  I don't know why not; I've
gotten WEA alerts and tests on the iPhone many times before.
