[sbe-eas] Question for the group about a station carrying a RMT for an in-DMA area but for an adjacent state

My station is an example of this.  The station is assigned to a 6 county
local area, so it carries the RMTs for that area.  But, it has signal
coverage across closer to 16 counties through translators and satellite
stations.  It does not carry RMTs of the other local areas it covers, but
it does carry alerts for those areas.  The catch here is that, as far as I
know, only the Sage ENDEC can filter messages in this way.  The Sage can
use multiple watchlists, each with different event codes and different
location codes.

Part 11 is quite clear in that it only requires a station to air one RMT a
month.  Neither listeners nor station management would tolerate running
multiple RMTs on the station, and there's no legal reason to do it.
