[sbe-eas] Question

I have seen instances of this elsewhere. Without commenting as to the compliance of this practice with 47 CFR Part 11, I personally believe it is not within the spirit and mission of what the EAS is supposed to be since it does not test the ability of the area’s government emergency management agency as an warning originator to issue risk to life and property information to a public at risk. That capability may be there, but not testing it monthly per Part 11 does not seem to me to be a good practice. I’m interested to hear what others think. -Richard Rudman- CA SECC Chair

I was under the impression that only state and federal agencies were the only ones to generate an RMT.
