[sbe-eas] Question

It varies from state to state.  Here in Pennsylvania, only the state 
emergency management agency originates the RMT which does give an end to 
end test of the system for the state.   I've heard of other states where 
the LP-1 for an area originates the RMT, which does not test the system 
end to end.
