[sbe-eas] FCC Proposes Multilingual Alerting

Alerting Authorities could buy emergency management software which 
incorporates automating multi-lingual translation of CAP attachments now, 
without needing any action by the FCC.  FEMA controls the IPAWS 
alerting authority CAP API independent of the FCC.  FEMA could add 
"templates" to the IPAWS AA API.

The IPAWS EAS API already supports multi-lingual CAP attachments.  In 
practice, software used by Alerting Authorities just add the same 
"English" CAP messages in both the en-US (English) and es-US (Spanish) 
CAP media sections.

Have I mentioned software used by alerting authorities sucks?

FCC has no regulatory power over alerting authorities in EAS.  Instead it 
comes up with an incredible convoluted, expensive and technically 
problematic approach.
