Not weighing in on either side, just suppling some insight into how CAP language tags currently work.

A US CAP message may contain multiple <info> blocks to accommodate multiple languages. The first <info> block MUST be English, labeled “en-US”, the most commonly used second <info> block is Spanish, which is labeled “es-US”. RFC 3066 language identifiers are used.

Current EAS Devices may search additional <info> blocks for an <info> block that corresponds to the language of the primary program content. Many Hispanic language stations have their EAS devices set to insert Spanish language alerts if a es-US <info> block is present. If no es-US <info> block is present the EAS device will use the en-US <info> block.
