[sbe-eas] FCC Proposes Multilingual Alerting

Unfortunately, at least one alert origination software composer treats 
the "may" as "must" contain both en-US and es-US info blocks.  By default, 
it copies the content from the first info block into the secondary blocks.

In training, the alerting authority operator is supposed to go back and 
replace or remove unused secondary info blocks.  But it during the 
crush of an creating an emergency message, that doesn't happen.  So you 
end up with double-English alerts on Spanish stations.

Not a good user experience.

The user experience is the responsibility of the alerting origination 
software.  Many AOS create a "programmer" version of IPAWS user 
experience.  Only a programmer could love that experience.
