[sbe-eas] When will new EAS codes for Gulf of America be active

The BDR.net reports the following:
*Another Executive Order has stopped any new regulations until further
notice, with agencies told to withdraw rules sent to the Federal Register
for publication - or at least postpone them for 60 days. This may apply to
the rule announced recently where the PSHSB now requires wireless providers
that participate in WEA actions to use a set of provided multilingual
templates during life-threatening emergencies. And, it may or may not
affect the new closed-captioning requirements for manufacturers, as the
date for that is in 2026. As the agency head, Carr himself now has
authority to stop any rulemaking from taking effect. *

That will prevent the FCC from changing anything for a while. Do executive
orders have to be published in the Federal Register to take effect?
