So-called FIPS codes and NWS extensions to FIPS codes aren't determined or 
regulated by the FCC rules (never were).  The FCC is a user of the INCITS 
codes, formerly known as Federal Information Processing Standards (FIPS) 
codes.

Also the list published in the FCC Part 11 rules has errors, which the FCC 
has not fixed in over a decade, i.e. missing a U.S. territory.  None of 
the EAS manufacturers follow the FCC table.

The better solution would be change FCC Part 11 rules to not require the 
EAS header text translation when the IPAWS text fields are available. 
That would reduce obsolete code translations.  Several counties have 
changed borders or names during the last 20 years.
