[sbe-eas] LA Times begins investigating late alerts in Altadena

The LA Times has an ongoing series investigating late alerts during the Eaton wildfires.  17 people perished in the west Altadena neighborhoods.  

The eastern portions of Altadena and Pasadena, ie the rich parts, received alerts much earlier. According to 2023 census data the neighborhoods east of Lake Ave have a significantly larger white population than neighborhoods west of Lake Ave.
