What are the groups recommendations for audio/video synchronization measuring devices? Is there a device that will measure across various standards so as to measure signals passing through converters?

For example, I have a situation where analog NTSC material is ingested, converted to SD digital, converted to HD and then edited for air. Is there a device that can generate its test signal in analog SD while allowing you to measure in the HD domain?

Any input would be appreciated.
