Yes, there is.

Although I'm home with my sick wife and can't go check the ones we use
at CBS transmission for model and manufacturer for you. I know our
transmission guys routinely use it to check that video/audio latency
is in sync through a digital landline between LA and NY. I think it
needs an encoder box, which puts a burst of tone on the signal in LA
and another decoder box in NY which shows latency differences in NY.

I don't know if the decoder can take HD directly or if it needs a
downconverter on the input (I think ours is 601 input), but the
onscreen display is quite an improvement over watching the video and
trying to judge lip sync from the program!! I'm not sure, but I think
the encoder/decoder only works on the special bars and tone signal
from the encoder, it doesn't work during normal program.

Sorry I can't give you the complete information, but it works quite well.
