[SBE] Final Cut Pro CC issue

Avid systems have an option in the output controls to "preserve
blanking" or something like similar that will pass CC on Line 21.
However, you must be working in full raster (720x486) in order for this
to work. (not DV25). No resolution of DV25 will carry CC in Avid (or
maybe anywhere else)

I don't have first-hand experience with Final Cut, but if your folks are
working in DV, then that may be the problem. Otherwise, you should
consult the specs of your capture/output device (AJA, Blackmagic Design,
etc)

Is there a "fix" so that FCP doesn't obliterate line 21 CC when editing
using 
a transition other than "cut?"  Do all NLE's have this problem of not 
preserving line 21 during effects?
