Sure!

If I'm not mistaken, BroadcastTools makes a box that you can dial into
and interrupt programming via DTMF command. I know a lot of stations
use it for severe weather.

Take the audio from your board and feed this through this box BEFORE
the EAS encoder, and you're set!

We use BE AudioVault automation for 2 radio stations and the County we operate in has asked us if we can set this up for emergencies if we need to evacuate the station for emergency announcements. They have kindly donated a generator to the station for this purpose.
