[SBE] do a remote via phone line without the need for someone to run the board at the station.

I've done things that way too, but that means having to carry a laptop
and having an Internet connection at the remote site, which isn't always
there. With the DTMF decoder system, one can do a remote in a pinch
with just a cell phone.
