[SBE] DTV converter

This NTIA web site: https://www.ntiadtv.gov/cecb_list.cfm lists a large
variety of CECB's (coupon eligible converter boxes) some - marked with
asterisks - have analog pass-through. The models listed may or may not
work well in every situation so I don't recommend any specific ones -
with the exception of preferring analog pass-through boxes over straight
digital conversion. Most consumers who get converters now will still
want to receive their local analog channels until they go dark. It makes
no sense to steer them to a box that limits that capability.
