[SBE] Tower site manager job description

I would add some other duties and some specifics to the excellent list
of duties Ben outlined. Some of these are from a "Wish list" of things
I would hope all site managers would pay more attention to:

* Create/maintain database and diagrams of all antennas, coax feed
lines (including size), their location on the tower, accurate antenna
descriptions and wind loading
* Document above with digital photos
Create/maintain accurate site diagram and database of racks, equipment
in the racks, AC loads, etc.
* Assure routine structural analysis for the tower, including
inspections after significant storms, seismic activity, etc.
* Create/maintain accurate database of STL links, and any other RF
activity on the tower
* Create/maintain technical contact list for all tenants
* Be proactive about site security.
* Have ready access to spectrum analysis equipment capable of seeing
not only all fundamental RF activity on the tower, but at least second
harmonics of all emitters.
* Create/maintain all safety and notification signage for the site
* Oversee or conduct periodic RFR measurements, especially after new
installs
* Assure that occupied bandwidth and spur measurements are made after
and site equipment changes including transmitters, antenna changes and
locations.
